Can Russia upgrade minor IC's to major?

We are in the middle of a Global 40 game where Russia bought a Major IC upgrade intending to upgrade one of its two minor IC's, but the system won't let him deploy/build it. The territories seem to meet the requirements for upgrading. Anyone have this experience before, or know why it would prevent the upgrade?

@willk_1230 So if by eligible Minor Factories... you mean the one in Novgorod and the one in Volgograd... then it is because neither is eligible to be up-graded.
