I looked at your save. One thing to remember, is that only certain units can be placed during the 1st place phase. The rest you place as would in oob in the 2nd place.

WaffenPioneer should be on the list, as well as the LendLease markers.

The Kriegsmarine combined with the Luftwaffe is a hell of a beast! The US Navy needs realy to wathc out this time.... The straight of Gibraltar has already plenty of Allied ships on the bottom.
