Yikes. You guys are going to play with false rules into perpetuity and suppress all discussion on what the correct rule should be. (And censor the forum to clean Bayder's image.)

Fighters cannot elect to be cargo; they are rendered cargo when the carrier moves. It's an attack penalty; it's movement clarification; it only makes strategic sense for out of turn fighters.
