2.0 Rollout - Reducing 1.9 Bot Server Capacity

Let's take Toronto (2xx - 172.105.99.223), Frankfurt (3xx - 139.162.132.113) and New Jersey (9xx - 50.116.56.228) offline as soon as we can get all games stopped on it.
As 2.0 grows older we'll slowly further reduce 1.9 bot capacity.

Let's add the California server to the decom list
8xx - 45.79.224.244 -
New Jersey and Toronto are now decommissioned.

California server is now decommissioned.
Only remaining is the 3xx Frankfurt server.

Frankfurt 3xx is decommissioned. All 4 bot servers that were listed have been turned off & returned to linode.

Decommissioned the 7xx London server, we are down to 1 bot server with 7 game instances on 1.9
Upgrading the 1.9 messaging was surprisingly effective, most users are in the 2.0 lobby
