Game allows to place more than 10 units?

Playing Global '40 2nd edition and I was able to place 10 land units and 4 sea units in Easter USA. I thought the game would stop me but didn't. Is the restriction 10 units or is it just 10 land units? Not sure if having harbor helped increase capacity or not (didn't see that in the rules). Is placing all those units allowed or if it is just a player enforced rule? Thanks.
