Airborne forces doesn't work if tech is enabled

also in the opening British move attacking seazone 99, it will not do the fighter casualties correct, it takes out the fighter with movement left to land in Malta

speaking of tech, since the naval forces prices were adjusted, maybe shipyards discounts changed?

This unfortunately is a common issue (not only related to this map), addressed for example in this issue:

Aircraft casualties should take those with least move pts
