Polygon Grabber refusing to work

I've been messing around with making a map, and I can't get the polygon grabber to do anything. No territories are working.
Any troubleshooting tips?
I've got only black and white, and antialiasing should be off.Here's my map for reference.

Can it be that your "white" is actually 100% transparency? I use a dark setting for this forum, and all I see from your image are black borders on a (near) black background. When I use a light setting I see your territories, but only because of the forum's white background.
