    unable to unload transport in combat phase until I moved a cruiser in?

      I don't know if there is a rule I'm missing or if this is a glitch, so will try to describe what happened here and will see if someone can help.

      Playing Global 1940 2nd edition

      German declares war on Russia start of Round 3. Germany loads a tank and infantry onto a transport in seazone 113 and moves to seazone 115 where Russia has 1 sub.

      Here is what I think is the glitch - I cannot unload the infantry and tank to attack Novgorod. I instead get the "x" icon when trying to unload them into Novgorod. It would let me unload them into Vyborg instead, but see below for how that behavior is odd too).

      But, once I moved a cruiser from seazone 113 to seazone 115 it would then allow me to unload the infantry and tank into Novgorod as I was trying to do originally.

      The question is why would the game not allow the transport on its own to unload troops into Novgorod?

      I was only trying to unload them into a single territory. I was going to ignore the submarine (there was no other Russian ship in the seazone). I had declared war on Russia. But for some reason, until I moved the cruiser into that seazone as well, the rules engine wasn't allowing me to unload the troops to Novgorod.

      It also has odd behavior for the other territories adjacent to seazone 115. It would have let me unload them in Vyborg for example, but only after and if I first moved a unit into Vyborg from Finland. If I had not moved an infantry over land from Finland into Vyborg first, it would not let the transport unload troops there (all during combat). And in the Baltic States, I cannot unload there even if I first move a ground unit in from another territory.

      Is there a rule I'm missing or is this a glitch?

        Because this is rule compliant.

        See the rulebook Europe 1940.2 page 16:
        "However, a transport
        is not allowed to offload land units for an amphibious
        assault in a sea zone containing 1 or more ignored enemy
        submarines unless at least 1 warship belonging to the
        attacking power is also present in the sea zone at the end
        of the Combat Move phase."

        Don't always trust TripleA when it comes to rules questions. Know the rules before you start … and better check what TripleA has done.
