First is the name. This topic is "France Goes First Global 1940". Which is descriptive, but the game's name is "France Goes First" - What? Since this uses @Black_Elk and @beelee fantastic "UHD World War II Global" maybe call it "UHD WWII Global: France Goes First". Also, I would ask them if the game could be stored with their map.
French does go first, but Germans are still listed first on the player select screen. To change this move the French to the top of the <playerList>. Also, I would change French position for bids.
I would also include a note to acknowledge @Black_Elk and @beelee in the comments section at the top of the xml and in the notes html.

P.S. I think the xml has been recently updated, as there are changes not seen in yours.

No problem. UHD Global has some popups that are attached to Germans first turn. When playing your mod, they still appear for Germany. These should be attached to French first turn.
Also, there approximately 240+/- conditions/triggers that change some of the game's setup that should be checked/changed from before Germans turn to before French turn. Look for:<option name="when" value="before:germansPurchase"/>And change to frenchPurchase where needed.

@crockett36 I tested it and it looks good. France still falls on turn 2, but the Germans are thrown off schedule and get in trouble on the East Front.
I will post it to the site soon.

Yes. That is a modest improvement that adds a bit flavor and a touch of history. The US can now devote two rounds of builds to the pacific without too much trouble.
