Can't a loaded naval transport be ignored?

Hello folks!
I am struggling a lot to finalize my custom map because of the very complex interactions between sea units (in the original game and in its translation into TripleA) that makes my own roster full of loopholes.
And also, I realized there are many rules I never paid attention to. Or haven't analyzed in depth.
So let me take a practical example in WW2 Global 1940 2nd Edition.
Here is the situation at start of German turn (very similar to initial setup)

During CM phase, Germans load a transport for an amphibious assault into Vyborg.
The sea battle is a failure and Russians hit the cruiser.
Question 1 : TripleA allows the german transport (left alone) to retreat. Is that correct? (I think so, but couldn't find the rule confirming it)
Now on their turn, Russians launched their own amphibious attack in Poland:
They also brought a cruiser to bombard Poland... But the engine doesn't give the option to ignore the retreated german transport in SZ 114.
Does it mean that the following rule should be understood as "only empty tranports"? Because if the land units are removed (loaded transport replaced by an empty one), Russians can ignore it and bombard Poland.
If there are only defending submarines and/or transports, the attacker can choose to ignore those units or conduct sea combat.

You don't need to find a specific rule. It's just the normal retreat rules which apply here for the transport as they would apply if the transport was a cruiser.

I'll let @Panther confirm it, but (if your testing is correct) I'm positive that this is a problem which you should report in GitHub (hoping a developer fix it). Nothing at all should ever change between an empty transport and a transport with any kind of cargo so long as the cargo is just being cargo (so, if you can ignore transports, you can ignore both empty and loaded ones).

You have discovered a severe TripleA rules issue, indeed.
I was able to reproduce it on an unchanged 1940_Global map, as well with engine 2.6.stable as 2.5.stable.Strange that no one had noticed (or at least reported) this anytime before ...

@panther It is probably gone unnoticed because good players shouldn't get in this situation. Launching an amphibious invasion with only a 50% chance of winning the naval battle is not a good idea.
In the image, the Germans should commit either the fighter and/or the battleship to the battle.

You are right, of course.However me and others have created even unlikely 'situations' in the past - not related to actual games, just to test for rules compliance.
And this specific situation obviously had never been created by anyone before ...

This is exactly what I thought: cannot be a bug, otherwise people would have noticed it much earlier (How do League Players cope with this behaviour?), that's why I thought I needed rules clarifications.
I promise I'll create a GitHub account, but as I wrote somewhere else already, I need to take some time to first understand what it is about... Looks very intimidating
@Cernel My other question was due to the fact that there are other circumstances where unescorted transport are auto-destroyed without the need to hit them. But I agree that the rules are quite clear on that there is no reasons to treat them differently than a cruiser.
Btw, I downloaded the new update and saw that my problem with Air battles is now solved. It is very nice to see that there are people working on improving the game, thanks a lot for that.
