Who is discussing the rule set for the ToC15 tournament?
- Can I participate in the rule discussion?
- My recommendation is the following. Change the Victory Conditions from 9 to 8 in the early stages of this tournament.
a) Games will finish faster (supporting @Deltium concern that ToC14 took too long)
b) Less games will need to be adjudicated

@prastle With the release of 2.0 coming we will not be adding an engine change for the tocs. Simply stated which I am sure @panther can elaborate here. Allied fighters will be considered cargo on another allies Carrier. THEY DO NOT HAVE TO ATTACK! When for example a placement has allowed a magical fleet to suddenly appear. They can remain as cargo. Of course the allied fleet in question will have to do something on their turn. Sadly the engine does not allow this and forces them to attack. Thus a player can move them in combat anywhere and return them in non combat to land on the same ac. EVEN though this is against the rulebook about having to have combat etc. Yes they can be edited off and returned but it would be better if people just use common sense and avoid having to use the editor and the questions that might arise.... Further news coming.

the engine does handle this properly under certain circumstances, but yeah put simply cargo is cargo.

@prastle A few copied tidbits for everyone
Exception : During this phase, you may move any of your units out of spaces containing enemy units that were there at the start of your turn. (This normally occurs only in sea zones.) Doing so allows you to end the units’ combat move in a space that doesn’t contain enemy units.
Aircraft carriers can move during this phase, but first they must “launch” any of their fighters that are to engage in combat this turn. (You don’t have to launch all fighters on a carrier.) The fighters can then make a combat move from the carrier’s sea zone. Fighters that you don’t launch before moving the aircraft carrier are cargo (generally, these are fighters belonging to a friendly power). Cargo cannot take part in combat and is destroyed if the carrier is destroyed.

Allow me to complete this with two additional quotes from the rulebook (some words bolded by me):
"Page 20:
Multinational Attack: A fighter may launch from an aircraft carrier owned by a friendly power, but the carrier may not move until its controller’s turn."Page 27:
A fighter must be launched from the carrier’s initial position to participate in combat this turn.So in order to perform a combat move/participate in combat the fighter must launch before. Launching is not mandatory however as the fighter "may launch" and not "must launch".
