In your downloads folder copy the settlers_age_of_tribes-002.zip to the usual place, typically;

In your downloads folder unizip settlers_age_of_tribes-002.zip to the usual place typically;
C:\Users\%USERNAME%\triplea\downloadedMaps.
Select the map Settlers: Age of Tribes to play.
For the first couple of games don't use the Celestials, Dragonkin or Demons.

There are some formatting issues with your file. For example, you have a double folder. I will try to fix them.
The game looks interesting. I think that fantastic units like wizards and monsters should not be freely buildable. You can have build caps, or have them received only by events.

There are caps on some units, I just did not detail them in the post above.
Caps Fort:9, Castle:3
Commander, Sorcerers and Wizard cap is 3
Necromancers cap 9Sorcerers can teleport so can appear placed anywhere owned, Wizards cannot so are 'built' in Towns.
Undead Necromancers currently can be placed anywhere owned, maybe they should only come from Towns, but they are militarily weak, they dont have Lgt-Infantry or Lgt-Cavalry, so are deliberately slow to react, so for now they can be 'built' anywhere owned.
There is a copy of the game xml, but its file extent is not xml, so Im hoping it has no effect, thanks I missed that. I will remove it later.

I fixed the formatting problems with your scenario. It will now run as a zip file.
You can download it at link text. Nothing was changed except your folder structure.
I liked the way you handled random setup.

The random setup was a bit of trial and error to get the xml to work and with help from GrazyG it excludes all the low value PUs territories. -
Updated the map.
Fixed a minor problem with air units attacking sea units on their own.
Please download again from the 1st post.

Have been playing it a bit. I am attaching save file from round 18. The game plays well and fast.
POSSIBLE ISSUES:
- Looks like some factions are hoarding too much PU, being unable to spend it all.
- I'm unsure what this Celestial portal thing is doing. Not producing any units or structures and not fighting. Instead it is just wandering around without obvious destination.
- Factions, after losing their capital city, they don't produce a new Town or City, so they are doomed to extinction.
- After original Capital territory is conquered and subsequently liberated, it is not returned to the original owner. I don't know whether this is intentional.
- Last two bullets are causing Demons and Dragonkin to be in advantage, because of their original (different) unit placement capabilities. On the other hand, other AI factions are quick to dissapear from the map.
- Factions don't look like willing to prioritize defense of their capitals with production capabilities, nor high value territories.
I think for all this reasons P vs. AI is currently broken. I plan to stop playing. However, if you wish me to test some more just say so.autosaveAfterAlanfaNonCombatMove.tsvg

The Celestial and Dragonkin factions cannot be played by the AI properly; the main reason is they have moveable production/factory units and the AI keeps moving them to conqueror new territory.
Demon AI is just OK, the other factions should play as expected.It is best to untick Celestial, Dragonkin and Demon before pressing Play, unless you are going to play one of them.

Factions do produce towns/production/factory if they have enough PU, remember most units have a maintenance cost that reduces they available PUs each turn. This is fine if you are expanding Territories, however you can have a large military force that uses up all of your PUs so you cannot buy any more units.
As original Capital territory is hard coded in the xml file you cannot have random setup and original Capital territory owner, so this is by TripleA design, so intentional.

Suggestions for you to try
From your saved game that you posted, change the Celestial to Human, then you can spend their horde of PU and that will change the balance of the game, hopefully in your favour.
Use the Elf Eagles to hunt down the Demonship (the best in the game).
Imperials take over North Africa to give you access to more PUs.For further games
Untick Celestial, Dragonkin and Demon
Select say Imperial and Elf as Human, press Play
This will give you a much better experience.When you have mastered the factions you want to play, play as the Dragonkin, everyone is your enemy, but untick Celestial and Demons. Itβs a hard game to win but possible. The Ancient Dragon is awesome, but you can only have one.

@TheDog This looks and sounds like an interesting map and it probably makes use of a sweet and cool tech / advancement system
But I cant seem to load or play the map I am using the latest pre-release build of the engine. Is this ment for only 1.9 or the current stable version?

It works with 1.9+ so no new tech, but it does give replay value due to the random starts.Thanks for the use of your map!!!
As to your problem, Im not sure, but it has a different file structure to your usual maps. It might not be placed in the correct folder?
Try and unzip it and put it a folder and of course remove the zip from your downloadedMaps folder and try that?

Yes, unzipping worked now. First noticed that some images are missing prevents adding units via edit.
I appricate you incorporating upkeep which probably should have been in any map.
