      The rules are unclear about Allied units in Russia. If Russia is not at war with Japan, it can not move/attack Japanese territory.

      What if British troops are in Russia and attack Japanese territory across the Russian border. (Like Manchuria)?

      I played through the turn, currently the TripleA engine allows it. But, it makes no sense historically or game-wise. I mean its a great backstab strategy, by it seems a grey part of the rules.

      Or did I miss something buried in the rules?

        @interestedparty If the Japanese don't like it, they can declare war.

        I don't which scenario you are referring to, but in most this would not be a good use of British troops.

          The scenario is World War II Global 1940 Balanced Mod3 with Combat Move First.

          However the question is true for any Global scenario of Axis and Allies.

          Can Allied Units in Russia territory enter Japanese held territory?

            @rogercooper perhaps.

            But, there Germans/Russians are in a stalemate. US has a huge naval fleet near Australia. Japan destroyed China, but is only thinly holds it. India has a large stack of Infantry in Burma.

            UK has 2 tanks and 3 mech infantry in Novosibirsk. With no danger from Germany, they can cross the border into Kansu, if the rules allow it. As the Japanese player, I had not put any troops to guard the Russian border, beyond the 1 Japanese infantry in each territory.

            So it looks like a good use of UK troops to invade.

              So what I read from all of your scenario description - unless I have missed something - Soviet Union is only at war on the European side of the map. That means that it has still to be treated as Neutral Power on the Pacific side of the map, what would prevent from Allied units being able to enter SU's territories on that side.
              In other words: SU has to be at war on the Pacific side of the map, too, before Allied units can enter SU's territories there.

                You could add a territory restriction to prevent the British from entering Siberia unless Russia and Japan are at war. However, in the situation described, the British would be better off focusing on Germany than intervening in China.
