Civil war map Upgrades are totally bugged for me? (Resolved, mostly)

Ignore the post everything (mostly) works! I just forgot some of the rules in regards to upgrading. Sorry everyone! What got me is that I was getting a warning for everything else (placing ships where there is no shipyard, upgrading other types of units, etc) but for the upgrades in regards to parade ground there is no warning that the building is lacking, thus I assumed wrongly it was an error.
Hadn't played for over a year!
Still some issues with disappearing resources from enemy neutrals on capture without combat but nothing that can't be edited.
Almost every neutral with a resource has militia guarding it but in the few that dont one will have to manual re-add the building.

which triplea engine version are you using ? Maybe try the latest prerelease or the 2.5 stable and see if you get the same behavior.

so that's latest stable. You can try the prerelease and see if it changes anything.
Yea, I haven't tried it. You might ask @RogerCooper if he's familiar with it. I think he's played all the maps at one time or another

Really weird, so i can't click and upgrade in Indianapolis. But I can click and upgrade in Cincinatti?
Infantry in an upgrade to Militia and must be present to place. Elite Infantry needs Parade Grounds or General to place.

Maybe try the latest prerelease or the 2.5 stable
Save is created in 2.5.22294 (latest stable) and can be opened with 2.7+.

@beelee The map loads for me, but I am not going to say how well it works. It is an overly complicated mod.
