I think you need to unzip the files and then delete the zip file.The real issue might be that the zip file structure needs a map folder?

- Open the folder <user>/triplea/downloadedmaps
- Extract the files from russian_civil_war.zip
- Delete the zip file
- Rename the folder, removing "-master"
- Go into the folder. You will see another folder ending "-master". Go into that.
- Copy everything in that folder to the clipboard
- Go back into the main folder. Paste everything in
- Delete the "-master" folder
It will work now. I am not sure why the downloader is messing some mods in this fashion.

Why does the zip file need a map folder? These mods play perfectly well on my computer without a map folder or ending with -master.

I did say might as Im not sure either why it fails, only that if I put a map folder in the usual place and zip backup it works without error

I try that with next mod I post and see if it helps.

- Some glitches, for example you can build 10 at a minor factory
Note: I would prefer house rules people to choose a set of rules they like and make a mod, rather than having a huge number of options.

Try a new 2.6 prerelease or go to your DL maps folder and open the zip and rename that folder without the -master at the end. Leave that folder in DL maps and make sure the zip is no longer there

I am not sure how to find out version number of the map. The map I have is the latest from the repository.
There may be some confusion between "Global 1940 House Rules" and " Global 40 House Rules.

- Not just another WW2 map
Bad Points
- This game is simply confusing. It is hardly the only map using a fictional setting, but those other maps are far more comprehensible. There is little description of the setting and the territory names are colorless. Using the names of real countries makes it worse. Britain and France seem randomly scattered over the world.

@rogercooper yes I appreciate simon doing the original one because my machine fried and I lost all my work. I also appreciate he added Canada as well. I asked him to delete it since "Global 40 House Rules" has everything that "1940" does.

Congratulations on the new arrival. NWO Andrews plays like WW1, with stalemate in the west, and the Germans advancing against the poorly-prepared Russians in the east.

@rogercooper it should be hard for germany to attack Fr and Russia simultaneously, and hard for Russia to attack Germany early in the game. I'm working on something with negative NOs for Russia and US, to keep them out of the early game.

You could simply delay their declaration of war or restrict their movement early in the game. Negative NO's are ignored by the AI.
