I had the AI play itself. No one ever went to war and nothing was built except militia and an occasional transport.

I updated to 2.7 and i realised that Domination 1914-Weltpolitik has this error, units do not change ownership.I cannot go back to 2.5 as it gives me an error, could you fix it please?

In 2.5, units change ownership but in 2.7 it does not. -
This might be related to your git issue. frigoref has a fix out
https://github.com/triplea-game/triplea/pull/13556
so latest pre should work
