@ubernaut while I have your attention, it appearsd that Japan can not place a Major industrial complex anywhere in Asia...I have been able to put a Minor IC , however, am not able to upgrade it to a major IC. I am of course attempting to do so on a territory with and IPC value of 3 (Kiangsu, Malaya, Kwangtung). Are you aware of any bugs in the game that I am not? Again, I have not seen any refernce to this on the chat boards.
(The AI never seems to build an IC when I play against it...and it is a very common strategy to use when playing Japan...makes taking the continent much easier)

@Andreas I'm guessing it's the Global 40 game ? If so, that's part of the rules. If you want to change that, you need to go to unitAttachment for the major factory. There's a list of where it can't be built. Adjust accordingly.

@Andreas I recommend to download and read the rulebook of the boardgame - you will understand a lot better what happens in TripleA (for example Convoy Raiding, placing ICs etc.).

It is the rules (p.22) indeed:
"Major industrial complexes can only be built on originally controlled (not
captured) territories with an IPC value of 3 or higher. Minor
industrial complexes can be built only in territories with an IPC
value of 2 or higher. .... Industrial complexes canβt be built on islands..."@Andreas : You find some brief excerpts from the rules in the map's game notes, too. However the game notes cannot get in detail.

@Panther oh right i was looking in japan and china sections forgot about the more general rule of not placing majors in captured territories. thanks!

@Panther Indeed it does say that...however I think that the territory "Kinagsu" should be allowed to have a major industrial complex. It is controlled by Japan at the beginning of the game...however...technically it did historically belong to China...so I suppose that might need to be clarified under house rules (board game only)...thank you all for helpong me clarify these issues. You seem to be quite the community and I look forward to engaging with you all in future discussions.

@Andreas yea so it starts as Japanese controlled but is "originally" controlled by China. That's why you can't do it. As Panther states it's already in the rules.

@Andreas Again from the rulebook, page 8:
"When the rules refer to the βoriginal controllerβ of a territory, they mean the power whose emblem is printed on the territory. (A few territories in China have a Chinese emblem on them but are controlled by Japan at the start of the game. These territories are considered to belong to China originally, but have been captured by Japan.)"
