@mattbarnes Yes there is... it is because Italy has "Improved Defensive Structures" Tech... thereby requiring Italy to have 3 materials to construct any new facilities.

@mattbarnes Well the tech itself is quite potent on its own... 2 hit defensive structures... more resilient production facilities... seemed like a nice way to balance the tech since the advantages for getting it were so strong. Also it made logical sense... if you are building new things that are presumably stronger and reinforced... you are putting more concrete... steel and materials to make them that much stronger.

@mattbarnes plus that tech branch also includes production advancements so usually, you already are making more materials by that time as well.

Hey, the Russian Winter at the start of the scenario is a nice mechanic. Does winter reform later in the game and, if not, why not? By the way, should I perceive each turn to maybe be around 6 months say?

@mattbarnes The initial winter mechanic was design to give some historical flair to the game and allow us to do a starting set up that would otherwise have caused serious issues to balance.
The reason it is only on turn 1 is that (historically) the winter of 41 was the only one that had a dramatic effect on the course of the war.
We felt that adding further weather patterns arbitrarily was not in keeping with the consistency of the game since there are no other random weather patterns anywhere else on the map throughout the game.
If you read up on the upcoming Power of Politics release https://forums.triplea-game.org/topic/1063/power-of-politics-1914-a-wwi-scenario/173?page=9... you will see that the game is intended to do exactly what you are inquiring about. So as long as you like TWW and have an appreciation for WW I... you should get what you are looking for.

Never really set a real timeline to turns. Generally speaking each turn could be considered to be 3-4 months, but again, it's never really been specified explicitly.
