How to prevent the AI to scramble to Neutral territory attacked by player?

I wonder how i can prevent the AI to scramble into a Neutral territory into which the player attacks, because i can bait AI scramble units into a battle.

@torpedoa don't they only scramble when they have an advantage? still seems wrong tho you could disable the option i think then re-enable when you are done.

You are right. I just tested it. The AI only scrambles if its "worth". If i attack with more units, it doesnt scramble.
Seams its hardcoded and intended, so thats ok.
