There are no steps for these players. They cannot declare war, move, attack, purchase or collect income. All they can do is defend. Only casualties would be selected by AI, nothing else should change.

You want the first link there. Some of the other ones are helpful too. If using triplea it requires a lot of edit, I'd say triplea still does 80-90% of it though.
We've found after 2-3 games it becomes second nature. It' quite a bit more complex but most who have played enjoy it and don't even really play OOB anymore

So we'll use SSR here. In NCM you click on one of the Rail Units and move it to where you wanna go. In this case we'll go to Sakha

We're gonna move a AA Gun. We click on Rail again and the AA Gun and move it to where we want. Caucasus in this example


SSR Rail can go to any original Soviet TTy and the E one ( Europe ) in Europe as well as long as you have an unbroken line of communication between the two spots.
Triplea enforces this correctly. What it doesn't do is prevent using the Rail to move into newly conquered TTys or if those TTys would open up a uninterrupted route.
It also allows you to use them more than once. So that part is Player Enforced. Triplea usually places them in the Capital but UK is in S Africa and JPN is in China.
If you have a legal move but triplea is blocking it e.g. you wanna rail some dudes in India but Jordan is Under Axis control, then you have to use edit "Perform Move or Other Action" and it will bypass the block.

ah ok, rail icon is required ! I was missing, in TWW rail allows train movement so you need a train too.
In my new game there were no rail icons so I was not ableyes I tried using the rail and TripleA allows me to use it 3 o 4 times, PlEnfRule ok

yea I thought about using Hepps train for the image but went with the roundel instead. I think he made those too. I can't remember. I just added the E for the Europe ones.

It also allows you to move more than 1 Unit with 1 Rail. Should be able to fix that but have had limited success so far, so that is PE as well. -

Looks as if counts the ongoing games as already played. Probably not a biggie. Hopefully Victory clue me in if I'm doing it wrong.Idk that points and Total Points are gonna be necessary. Pretty easy just to see who has the most wins and I don't see any draws happening in triplea with time and space not a issue.

I think I found a Major error in how I was writing the xml. I almost picked up on it when doing Air Commanders https://www.axisandallies.org/forums/assets/uploads/files/1765436744444-16.g40-air-fleet-commander-rules.pdf
but it didn't sink in until this current update. Long story short, this is gonna be a Huge update and take at least a month probably.
What I am gonna do in the mean time, is add the Naval Commanders to the existing 2.54 which will become 2.55. That way you guys can keep playing with the latest while I fix this other stuff.
I'm still not certain it will 100% work but pretty sure it will. Too bad @wc_sumpton isn't around anymore to run it by him but w/e
Anyway what it does is only require one "Active" Commander instead of Oberst 2,3,4,5 you only need one for all. Should work for the Commiesars too but as I mentioned earlier, still not 100% certain.
For those who are interested, originally/currently had the Oberst/Commisar be supported by the individual Units that they support in order for them to get their extra die roll. This caused problems with the Oberst then supporting a Inf over a Tank when you'd want the Tank and similar stuff.
It still might do it some with the Elites but they basically cancel each other out as is explained in current Game Notes.
Starting with "Air Commander" I gave the "Active" AC 2 rolls by default. So the other units don't need to support it for a bonus roll. It just supports one unit with a bonus roll and triplea basically picks the most powerful on Attack and Defense.
At least it seems too. I could be wrong with all of the above but

I'll add Naval Commanders for 2.55 Be a few days -

OK the rewrite is going pretty good. Surprisingly to me.
so shouldn't take as long as I thought. I'm testing as I go but not super extensively.So gameplay will be the true test. Anyway, it should be sooner than later.
