here is the save file showing the issue, units were not in combat, undoing the prior transport move and redoing seems to be a workaround

yea I think this is known. Not exactly sure what you got going on but I have had something similar happen before.
What triplea version you on ?
I don't remember a git issue for it. There may be one though Idk
I do what you did for a workaround. If it's the same issue. Idk sometimes I have to undo stuff to get it to work. Mostly the amphibs.Might want to do a git issue for it. Can always close if there already is one

I think OS, triplea version, saved game and how to reproduce it should be good enough. You got most of it already

@ubernaut You cannot upload tsvg-files to Github. You need to zip them before and upload the zip.
I remember that there has been some work on transport related stuff recently. Have you tried with a current pre-release ( 18109 as of right now)?
