New Maps Admin capabilities - add Map Attributes & approve/disable maps

It does not crash after 3 rounds, so it passes that initial test. It is not my call for it to be removed. Someone/you has spent considerable time/effort in making this and it might inspire someone to take it on.

Would you like me to put a note on it, something like
This map is looking for a new owner or similar.

@TheDog I would actually prefer replacing this game with my new WW1 map with the same name. The current one just isn't good.

@Schulz Is this just an xml update or something completely different? If it is something very different, there should be a new mod, rather than an update of the existing mod.

@Schulz Then give it a new name. Aggression 1914 isn't a bad mod and no one wants to erase it. How about, Aggression 1914: The Empires Strike Back or some other coloned name.

@Schulz Is it based upon the "Axis & Allies 1914" game? If not, you shouldn't use "World War I 1914 Advanced" as TripleA is already using "World War I 1914" for efforts to port the board game and your name would imply a game using the same map with more advanced rules

Sorry about nitpicking on names, but as a MapAdmin, I have to worry about many maps with similar names. There are too many maps starting with "World War". Synonyms such as "The Great War" or the hopeful but inaccurate "The War to End All Wars" should be considered.

I think it is a good idea to include the starting year of the scenario in the name.
